Why are taxpayers still subsidizing the Turnpike?

The Pennsylvania Turnpike Commission is objecting vigorously to the notion that they are among the least efficient toll roads, along with touting their subsidies to the state (which are currently being funded by borrowing, to be paid with dramatic toll increases and tolls on I-80). But the Turnpike Commission continues to receive taxpayer support for their projects (and for state policing), to the tune of $120 million per year.

Apparently the Turnpike Commission is not so efficient they can be entirely self-financed. But, depending on the conditions of the concession agreement, a Turnpike lease could require a private operator to fund the current capital projects and pay for state policing.
