How a Bill Becomes a Law … PA style

In an effort to settle a dispute between some shareholders of Philly-based Sovereign Bank, as reported by the Patriot News, some “ghost voting” ocurred in the Senate.

The bill, (SB 595), despite having been introduced 10 months ago, was rushed through the House (which skipped required procedures to have a floor vote) and the Senate – where 33 of the 45 votes were cast by floor leaders on behalf of absent members. The bill passed 42-3.

Oh, the bizarre inner workings of our General Assembly.
