A colleague of mine suggests that the budget deal (see our grade of the budget agreement) is better than we say it is, and represents “a step in the right direction”, as do the last few budgets under the current PA Senate leadership.
I responded by noting that the past few years have only decelerated the movement in the wrong direction, but have not reversed the train.
