I&R: Our Inalienable Right to Reform

Because a Constitutional Amendment has to pass the legislature in two consecutive sessions before going to voters, the time to act on this is now.

Another route is to call a constitutional convention. There is a paradox here, because there is no clear path to either without legislative support (i.e., How can we get I&R without a convention? How can we get a convention without I&R? How can we get either without legislative support?)

As Charlie could tell you, we've been talking about this a long (in fact, I think he wrote a chapter on I&R in a CF publication that came out while I was still in junior high).

While there are many good proposals for reform of PA government, I&R offers the BEST prospect for long term systemic reform. It is an idea whose time has not only come but is long overdue.

This article would be much easier to understand IF YOU EXPLAINED WHAT I&R is AT THE BEGINING INSTEAD OF AT THE END!!!!! You are too smart for your own good this time..
