End Rate Caps to Create Electric Choice and Competition

Gustav: Few states experimented with deregulation and many of those started with higher energy prices so it isn't accurate to compare deregulated to regulated states. A before and after comparison is more accurate. Second many states changed the regulations instead of deregulating i.e. California. Also Texas and PA were two of the first states to deregulate. Texas just finished their transition in 2007 and PA will finish in 2011. It will take time to reap the long-term benefits associated with deregulation, but in the meantime I can point you to some promising evidence. http://www.commonwealthfoundation.org/policyblog/detail/the-success-of-electricity-deregulation-in-texas

Why has deregulation not worked in any other state up until this point? I always see Texas touted by pro-deregulation people like the one that wrote that article (and it is the only one of the several states that have deregulated that ever is cited). I checked a pro-deregulation article from a Texan in one article and you should have seen all of the comments from the ordinary Texans - they were not in agreement with what was being spewed. If this is the only state that they can point to, I am very, very scared.
