To say that Seneca was leaving the State because they backed out of one deal was irresponsible or self serving (or both), unless you had specifically asked that question of Seneca Resources. At the time they were backing out on the lease, they were actually expanding their footprint in Pa. I understood that the reason that they backed out had more to do with the geography/geology of the area, including pipeline distance. But I can't say that for a fact because I didn't ask them.

Seneca backed out of a $31 million lease deal with the state in April 2009: http://www.commonwealthfoundation.org/policyblog/detail/natural-gas-lease-falls-through-pa
This was at the height of Rendell's initial push for a natural gas severance tax (and at the low point of natural gas prices).

I see where you pointed out that Seneca has been driven out of the State. The recent gas lease bids included a good deal of activity from Seneca. To paraphrase David Letterman, "I think about 70% of what you guys say is crap."
