Privatizing PHEAA sounds like it makes sense at first glance, but PHEAA receives no Commonwealth funding outside of the money Pennsylvania gives to college students through the state grant program, which PHEAA administers. All of PHEAA's administration costs come from money it makes through its servicing and other operations. If it privatized, the cost of the guarantee operation, which still must maintain collection activities on the loans still in repayment, would have to be covered by taxpayer funds.

Most of the 80 suggestions make sense, except privatization of prisons. In Florida, for instance, prisons and other such facilities have been privatized. Such companies are listed on the stock exchange and must answer to investors. As such, they really try to keep those prison beds filled to capacity. A knew kind of corruption has formed; whereby petty criminals are picked up, forced into plea bargains, and find themselves behind bars. In the case of sex offenders, it could mean lock-up indefinitely.
