School Vouchers vs Public School Reserves

One of the most popular criticisms of school choice is that it would drain funds from public school. 

But consider this: Critics of SB 1 say that vouchers will take $50 million from school districts in the first year (the bill sponsors estimate half this amount).  Pennsylvania school districts had over $2.5 billion in reserve funds following the 2008-09 school year.  The chart below compares these two figures.
