As a former Commonwealth employee, I needed to travel around the state as part of my employment. It was drilled into my head to use a Commonwealth vehicle whenever I traveled because it would be more expensive if they had to reimbursement my mileage to use my own vehicle.

This isn't to imply that the government needs 16,000 vehicles; surely they don't! However, state owned vehicles do have their place.
