It is pretty clear that being the appropriations committee chair is key to being "effective", since many of your bills have to pass. Introducing 124 bills, like Stuart Greenleaf, not so much.
Since most of the bills lawmakers introduce reduce liberty, Adam Harris, Carl Metzgar, Mike Reese, and Steve Samuelson should get an award, because they didn't introduce any new spending, new regulations, or pointless resolutions to win favor with constituents.

FYI, I missed about 5 days of session during the stretched out nonsense of an extracted budget fiasco summer due my bout with Lyme's disease. In addition, every once in a while I have had to go on leave because of prior obligations. No key votes have been missed even during the time I was sick.
However, until this summer, I think I had the longest stretch of perfect attendance days of any rep. Many years in a row I was awarded because of perfect attendance.
