I-80 is not being tolled because of maintenance to I-80 - 40% of the toll revenue is be diverted to other roads and to mass transit - http://spreadsheets.google.com/pub?key=p5_qQ6maRJmuhGlYWndxXbQ&single=true&gid=0&output=html (not to mention the gas tax which currently pays for I-80 upkeep). There is a reason a 2005 PennDOT study said I-80 tolling was unnecessary - the plan was only created when the Turnpike Commission proposed more tolls to generate the revenue a Turnpike lease would do.
And as inefficient as you think PennDOT, the Turnpike commission is far worse - in fact, they employ 14 TIMES the number of workers per mile of road.

Wait, your 4th alternative calls for increasing the workload of PennDOT...Are you kidding me? You want to add a fourth person standing around a pothole? Come on! Your 5th alternative calls for privatizing rest stops, yet another joke. I-80 needs to be tolled, it cannot be maintained any other way.
