The numbers come from the Pennsylvania State budget book: http://www.budget.state.pa.us/portal/server.pt/community/current_and_proposed_commonwealth_budgets/4566. They are also reflected in the LCB annual reports as well.
I don’t think any news reports have claimed $500 million in “annual profit” – if so they need to correct the facts. The union boss for PLCB employees has thrown out the “$500 million generated,” figure but, like most everything he says, is misleading, since most of that revenue is taxes. I further broke out that revenue in my latest testimony: http://www.commonwealthfoundation.org/research/detail/benefits-of-liquor-store-privatization-for-pennsylvanians

What is the source of your numbers on current revenue and profit for PLCB state stores? Your claims do not jibe with previous news reports that the PLCB generates approximately $500 million in annual revenue for the state.

The 2 Billion projected profit from the initial sale; take a look what happened in West Virginia where they achieved only 20 million in their initial sale. And in Virginia, the state auditors found the current Governors’ plan would increase costs to consumers by 11 to 26 percent. How exactly would a system like that be good for the people of PA?
