Perhaps a more careful reading of my original post would reveal that it was referring to research and food safety functions that benefit and protect the public. The Pa. Dept. of Ag. does not provide direct farm subsidies as the federal government does. Public health and safety and food quality are things the government SHOULD be concerned with.
