Yes, I suspect they include anything related to agriculture - from manufacture of farm equipment to food preparation, restaurants, and grocery stores.
Of course, much of that would occur even if Pennsylvania employed fewer than 5,000 farmers.

A common formulation of that assertion references "agri-business", which would include aspects of transportation, retail (eg. Tractor Supply Co.), chemical/fertilizer manuf./sales, etc.
Still probably an exaggeration relative to the rest of the economy, but more expansive than just farming.
