The privatization of Pennsylvania's liquor stores is an idea that has floated around the halls of Harrisburg for decades. Privatizing Pennsylvania's state-owned liquor stores is particularly relevant today given the drop in Pennsylvania tax collections and long-term taxpayer obligations. State Representative Mike Turzai has announced legislation to privatize Pennsylvania's state wine and spirit stores. The legislation would auction off 750 retail store licenses and 100 wholesale distributor licenses to the highest bidder. The legislation would also replace the current liquor tax to a gallonage tax, and charge sales tax on the end buyer, rather than on wholesale. Liquor store privatization is the subject of a recent Commonwealth Foundation policy brief titled Government Run Liquor Stores: The Social Impact of Privatization
