Commonwealth Foundation Senior Fellow Richard Dreyfuss and President Matt Brouillette discuss House Bill 1828 with media and bloggers.  HB 1828 proposes  a 1 percent sales tax hike in Philadelphia to bolster the city's municipal pension system, as well as a state takeover of municipal pension systems in Pittsburgh and other cities with severe underfunding.
